Noble County, in partnership with the towns of Albion, Avilla, Kendallville, Ligonier, and Rome City, is excited to announce its application to pursue the coveted Stellar Community designation. This collaborative effort aims to propel the county and its municipalities toward a brighter, more prosperous future through a comprehensive array of initiatives.
The proposed projects span various sectors crucial to the holistic development of the county and its communities. Key focal points include:
- Trail expansions to foster economic growth and job creation.
- Broadband expansion to enhance connectivity and bridge the digital divide.
- Addressing the critical need for affordable childcare facilities.
- Development of second-floor housing to optimize urban spaces and accommodate growing populations.
- Wastewater projects to ensure sustainable infrastructure and environmental stewardship.
- Upgrades to emergency vehicles to bolster public safety measures.
- Downtown beautification efforts to create vibrant, inviting community spaces.
- Miscellaneous roadway projects to improve accessibility and traffic flow.

Following the submission of its Stellar Community designation application, OCRA (Office of Community and Rural Affairs), will announce 4 communities that will be granted $50,000 each to aid in the development of their strategic investment plans.
In January of 2025, the Indiana Office of Community and Rural Affairs (OCRA) is slated to announce the two regions that will be eligible for set-aside Stellar funding.
